The Rajasthan government has agreed to the plan to restructure the Commercial Tax Department
The proposal to restructure the Commercial Tax Department was approved by Rajasthan’s Chief Minister, Ashok Gehlot. The decision was made in light of the altered situation following the implementation of the Goods and Service Tax (GST), as well as the need for a more efficient and effective GST implementation in the state. For a better administrative system, the number of zones, regular circles, and wards is being raised. In addition, the Appellate Authority Office has been approved for the taxpayers’ convenience. To combat tax evasion, the enforcement wing is being strengthened.
The government has permitted the inclusion of 15 new Rajasthan Commercial Tax Service and Rajasthan Commercial Tax (subordinate) Service positions. The department’s cadre will grow to 1833 people as a result of this.
For the proper implementation of GST, a new zone would be established at Bhiwadi. As a result, there will be a total of 16 administrative zones. Zone 4 in Jaipur and Zone 2 in Jodhpur will be operational. From 82 to 135, the number of regular circles will be raised by one and a half times. The number of regular wards will rise from 296 to 320. Dealers will find it easier to register complaints and assess them, as well as activities linked to revenue collection. Special circles, works contracts, and leasing tax have no relevance with the introduction of GST, hence they have been abolished.
The Appellate Authority Office in Kota has been approved for the convenience of taxpayers. Taxpayers will be able to appeal orders issued by assessment officials to the municipal level. The purpose of the Business Intelligence Unit is to improve audit and anti-tax evasion efforts. The GSTN database and data on the e-way bill site will be properly analysed by this technically adept unit, which will include departmental officers.
Enforcement Wing will take the place of the Anti-Evasion Wing. A cyber cell is also being developed to identify the people who are actually involved in tax fraud. In addition, at the state, zone, and regular circle levels, a tri-level audit system will be developed. At the state and zone levels, auditing of large and intricate cases is possible.
The Taxpayer Care Unit was established to address the concerns of taxpayers who are paying their taxes in a timely manner. This unit will comprise all eligible CAs and tax practitioners. A Central Registration Unit will also be created for dealers to ensure that registration is straightforward, easy, and rapid. The registration process will be carried out in accordance with the Standard Operating Procedure (SOP).
The changes that are now taking place will be added and updated to make the State Tax Academy of Rajasthan (STAR) an ultramodern training school. In addition, the Authority for Advance Ruling and the GST Appellate Tribunal’s state and area benches in Jaipur and Jodhpur have been given clearance to create appropriate posts.
