Empanelment for CA Firms for Internal Audit of UJVN Limited

INSTRUCTION TO TENDERERS

1. e-tender in two separate parts i.e. (i). Tender Bid Part – Ist and (ii) Tender Bid Part – IInd against tender specification No. 01/DGM(IA)/2021-22 for Internal Audit of various Units / Offices located at (i) Dehradun, (ii) Ganga Valley , Ramganga Valley & Bhagirathi Valley, (iii) Yamuna Valley, (iv) Civil-Offices (Maneri, Haridwar & Dhalipur) & RMU Offices and (v) Small Hydro Projects of UJVN Ltd and Rishikesh Offices. (Annexure-I) for the F.Y. 2021-22 is hereby invited from the eligible CA Firms, which shall be received up to 16:00 Hours on 22.11.2021 at the e-procurement portal i.e. at “http://uktenders.gov.in”. Tender notice can also be seen at our UJVN Ltd. website www.ujvnl.com.

2. Date of release of invitation for Bids through e-procurement: 28.10.2021

3. Cost of Bid form: Rs. 2,360.00 (Rs. 2,000.00 + GST @ 18 % =360) (non-refundable) in the form of demand draft drawn in favour of “UJVN Limited” payable at Dehradun.

4. Availability of Bid Document and mode of submission: The bid documents are available online onhttp://uktenders.gov.in from 28.10.2021 and shall be submitted on “http://uktenders.gov.in”. The bidders are required to register on the web site “http://uktenders.gov.in”, which is free of cost. For submission of the bids online, the bidders are required to have Digital Signature Certificate (DSC) from one of the authorized certifying authorities.

5. Digital Signature is mandatory to participate in the e-tendering. Bidders already possessing the digital signature issued from authorized Certifying Agency can use the same in this tender.

6. Submission of Original Documents (in Hard Copy): The bidders are required to submit following original documents (Hard Copy) in the office of Dy. General Manager (Internal Audit), UJVN Limited, “Ujjwal” Maharani Bagh, Dehradun:-

(a) Demand draft of any nationalized / scheduled bank towards the cost of bid document amounting to Rs. 2,360 /- in favour of UJVN Limited payable at Dehradun.

(b) Earnest Money amounting Rs.90,600/- in the form of CDR/FDR of any nationalized / scheduled bank duly pledged in the favour of UJVN Limited, Dehradun should be submitted.

(c) Declaration regarding validity of rates on non-judicial stamp paper of Rs.100/- plus revenue stamp of Rs. 1/- having validity of not less than 90 days as per Annexure –II.

(d) An affidavit by the bidder regarding authenticity of information/documents furnished/uploaded with bid document.

(e) An undertaking on non judicial stamp paper of Rs. 100/- duly notarized by notary that firm or any partner of the firm have not been blacklisted / debarred by any Central / State Government Undertaking / PSU / Government Department / SEB’s / Power Sector Utilities. In case same is found at any stage then their tender/Order shall be treated as cancelled and EMD/Security/Performance Guarantee shall be forfeited.

Signed & Stamped Original Hard copy of the complete bid document is required for reference purpose only. In case of variation between hard copy and documents downloaded from the portal, the latter shall prevail.

Above mentioned documents (in hard copy) are required to be received in the office of Dy. General Manager (Internal Audit), UJVNL, Ujjwal Dehradun up to 26.11.2021 at 16:00 Hrs, either by registered post/courier services or by hand, failing which the bids will be declared non-responsive. Tender Bid Part-IInd (Price Bid) of non-response bids will not be opened. If 26.11.2021 happens to be a public holiday then document may be submitted up to 16:00 Hrs on next working day.

7. Last date / Time of receipt of bids through e-tendering: 22.11.2021 up to 16:00 Hrs.

8. Only online submission of bid is permitted, therefore bids must be submitted on line on website: “http://uktenders.gov.in”. The technical qualification part of the bids will be opened online on 27.11.2021 at 16:00 Hrs. by the authorized officers in the office of DGM (IA), UJVNL, “Ujjwal”, Maharani Bagh, and Dehradun. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day.

9. Tender Bid Part-Ist- Tenderer must upload the self-attested scanned copies of the following document in PDF format along with the bid document:-

(a) Tender fee amounting to Rs. 2,360/- in the form of demand draft drawn in favour of “UJVN Limited” payable at Dehradun.

(b) Earnest Money amounting to Rs.90,600/- in the form of CDR/FDR duly pledged in the favour of UJVN Limited, Dehradun.

(c) Declaration regarding Validity of Rates on non-judicial stamp paper of Rs.100/- plus revenue stamp of Rs. 1/-.

(d) Affidavit on non-judicial stamp paper of Rs.10/- regarding authenticity of various information/ documents provided/ uploaded in the tender.

(e) An undertaking on non judicial stamp paper of Rs. 100/- duly notarized by notary that firm or any partner of the firm have not been blacklisted / debarred by any Central / State Government Undertaking / PSU / Government Department / SEB’s / Power Sector Utilities. In case same is found at any stage then their tender/Order shall be treated as cancelled and EMD/Security/Performance Guarantee shall be forfeited.

(f) Documents required for pre-qualification of the bidders as mentioned at Sl. No. 1.8.

10. Pre-qualification of the bidders:

1 The constitution of the bidder should be that of a Partnership Firm or a Limited Liability Partnership (LLP). Latest certified copy of firm Registration Certificate (mentioning date of formation of Partnership) issued by Institute of Chartered Accountants of India (ICAI). Firm registration card shall not be
allowed.Certificate of incorporation / registration of LLP issued by Ministry of Corporate Affairs.
2 The audit firm should be presently empanelled with the Comptroller and Auditor General (C&AG) of India for the purpose of appointment of auditors of Companies. Self-Attested scanned copy of letter / document from C&AG of India in this regard must be uploaded.
3 The audit firm should have been in existence for a period of not less than 5 (Five) completed years. Self attested scanned copy of letter / document from ICAI in this regard must be uploaded.
4 The audit firm should have registered Head Office / Branch Office in Uttarakhand. Self attested scanned copy of letter / document from ICAI in this regard must be uploaded.
5 The audit firm should have average annual turnover of not less than Rs.50.00 Lac per annum during the last 3 (Three) Financial Years (2017-18 to 2019-20). The firm shall submit its Audited Annual Accounts for each such period / Financial Year.
6 The CA Firm should have experience of similar nature of work as Internal Auditors of Central / State PSUs (other than banks) during the last 3 (Three) financial years.

Similar nature of work: Internal Audit of any ‘SAP compliant Central / State PSU Company’ (other than Banks).

Self-Attested scanned copy of such certificates must be uploaded. The satisfactory completion certificate from the utility is required to be submitted by the firm.

Certificate must have been issued by an entity that is SAP compliant during the period being certified.

7 The CA Firm / LLP should have at least 5 Nos. Chartered Accountants either as partners or under full time employment and out of which at least two should be FCA. Constitution of the firm as per ICAI / CAG must be uploaded.
8 CA Firm / LLP must have a valid GST Registration. Self attested copy of a valid GST Registration Certificate of the Firm must be uploaded.
9 CA Firm / LLP must have a valid PAN Registration. Self attested copy of a valid PAN Registration Certificate of the Firm must be uploaded.
10 CA Firm / LLP must have a valid Registration under Employees Provident Fund and Miscellaneous Provisions Act 1952. Self attested copy of a valid registration of the firm under Employee Provident Fund and Miscellaneous Provisions Act 1952 must be uploaded.

11. Tender Bid Part-IInd: It must contain price bid only. The rate must clearly be mentioned for each zone separately (exclusive of GST) which shall be paid extra. In case, consolidated rates are quoted for all 5 zones, then the bid is liable to be rejected.

Other Conditions of the Tender:

1. Telegraphic tenders shall not be accepted.

2. No extension in due date of tender shall be allowed/granted. Tenders received after due date shall not be considered

3. UJVN Ltd. reserves the right to accept or reject any tender irrespective of the prices and also of accepting or rejecting whole or any particular portion of tender as it may think fit without assigning any reasons thereof.

4. The bid for the above work shall remain valid for a period not less than Ninety (90) days from the date of opening of tenders. Tenders with validity less than Ninety (90) days shall be rejected.

5. Tenders submitted by parties who have not submitted cost of the Tender Document Fee, EMD and other required document as mentioned at 1.4 and 1.7 above, shall not be considered.

6. The tenderer shall give rates for each zone separately. Consolidated rates for all the zones will not be accepted and are liable to be rejected. Accordingly, Internal Auditors shall be appointed for each zone on the basis of lowest bid.

7. The rates should be inclusive of all expenses like travelling expenses, boarding and lodging expenses etc. GST as applicable shall be paid extra.

8. In case dates of receipt and / or opening of tender happens to be holiday then the tender will be received and opened on the very next working day at the same time.

9. Tenders without completing above mentioned formalities will not be accepted.

10. Each scanned and self-attested certificate / document along with the bid in support of tender / prequalification requirements should be properly signed & stamped on each page by the partner / authorized representative of the firm. In case the documents signed by authorized representative, he should be authorized by the firm and should submit proper authorization letter in its support, duly signed & stamped by the partners of the firm.

11. All the documents enclosed with the tender may be verified with the original documents, if required. Bidder shall have to present original document in this office, as and when required.

12. In case any document enclosed with the tender is not found confirming with the original ones, tender shall be summarily rejected.

13. UJVN Ltd. shall not be held liable for any delay due to system failure which is beyond its control. Even though the system will attempt to notify the bidders of any bid updates, UJVN Ltd shall not be liable for any information not received by the bidders. It is the bidder’s responsibility to verify the website for the latest information related to tender.
